ESRI India’s ArcGIS Solution For Better Disaster Management – Karnataka State Natural Disaster Monitoring Centre (KSNDMC)

Natural disasters cannot be controlled for the obvious reason of, well, because they are natural. All the science and technology advancements bow down when it comes to the power of Mother Nature. With more than 10 natural disasters in India this year including primarily landslides and earthquakes, the dire need of monitoring, disaster management becomes prevalent (Have a look at the list Here.). ESRI ArcGIS has provided just that Karnataka State Natural Disaster Monitoring Centre (KSNDMC), which is a common platform for various response players in the area of natural disaster management.

ArcGIS – State of The Art technology

There was a need to adequate KSNDMC resources with state of the art technology to ensure high response times when a natural disaster hits and prepare its customers for the worst case scenario. To do so KSNDMC needed to update its conventional methods of data collection and using database technology for quick analysis & reports over maps. Over ESRI’s ArcGIS, ESRI India developed a synchronized solution for the necessary requisites of KSNDMC. They have developed an all out internal and external GIS portal that helps in data analysis, visualization and retrieval.

Challenges due to redundant data and old technology

KSNDMC had installed over 6,000 Telemetric Rain Gauges (TRGs) and more than 750 Telemetric Weather Stations (TWSs) that transmit data every 15 minutes (24x7x365). This data was manually collected the old fashioned way and stored in an MS Access database. This makes Data redundancy  a real problem, which furthermore complicates the analytical processes.

File formats that the same data was available in was numerous i.e. MS Excel, Access and DBF, that was in more than one machine without data filtration. This turns out to be  a major problem as it slows down the process of reporting and maps to almost 7 to 20 hours which was a tedious task in itself. These were the challenges faced, which needed to be eliminated.

ESRI’s ArcGIS has a reputation of a robust and one stop solution for a portal/platform that analyses data and overlays it on the map for in-depth analysis, providing data management as well. The solution provided by ESRI was real-time data insertion, developed over internal and external GIS methodologies, on top of ArcGIS Sever Technology.

 Capabilities of ESRI’s Solution.

Managing and elimination of data redundancy in itself was a huge accomplishment and in making the whole process of monitoring natural disasters a breeze. Other than that

  • Handling large amount of data.
  • Real time analysis of weather data.
  • Dissemintation of data in form of alerts, maps, reports, charts, etc.
  • Communicate data through SMSes, emails and website to end user.

Real time weather data was captured from all over India. To achive this KSNDMC deployed the following ESRI technology.

  • Arc SDE Spatial Database
  • ArcGIS Desktop
  • ArcGIS Server
  • Web GIS Technology.

The maintenance of large no. of spatial data and its derivatives was taken care by Arc SDE while the RDMS took care of large data sets. The most important task of analysis, data scrutiny, visualization and retrieval was what ArcGIS Desktop handled.

So, the bottom line being, all the manual and tedious tasks were automated now which eliminated the challenges such as data redundancy, providing a streamlined and smooth platform for weather analysis for prediction.

Srinivasa Reddy “The use of technology developed by the Esri India team has been immensely helpful in efficiently handling ever growing data sets, checking errors in the reports/maps owing to manual interference and increasing the pace of data processing, report generation and information dissemination. KSNDMC’s use of technology has been appreciated by many national and international agencies working in similar areas.

Conclusion

To conclude, ESRI India’s solution was capable of all the tasks like, insertion of real time data in a fly, sending alerts, automation of manual tasks, multiple user access over a centralized server, easier report formation, automated sms and emails.
